VA Pamphlet 26-7 Chapter 12 sets the minimum property requirements for using a VA loan.

Real Estate Entity: the manufactured home and site must be considered a real estate entity in accordance with state law and meet all local zoning requirements.

Foundation: the manuf. home must be placed on a permanent foundation, …..that meets state and local requirements.

Size: must have floor are of not less than 400 sq.ft. for singlewide or 700 sq.ft for double wide manufactured home.

Under these conditions a VA loan can be used. To be clear a VA loan cannot be used in situations where the home is in a leased/rented land situation like a mobile home park.
